Its lively Shibuya district is home to the world's busiest intersection, a vibrant pedestrian scramble which people traverse from every direction at the same time. Tokyo's famously bustling Tsukiji Market plays fishmonger to the world as the largest wholesale fish and seafood market on the planet. Yet, despite its immense proportions, many worldly, well-traveled observers marvel at how well Tokyo functions. Tokyo's subway trains, packed to the gills during peak rush hour travel times, are known for arriving and departing with impressive precision. Moreover, the city manages to keep a comfortable handle on pollution, crime and other challenges that often accompany such immense urban environments.Tokyo officially Tokyo Metropolis (東京都 Tōkyō-to), is one of the 47 prefectures of Japan. The city hosts 51 of the Fortune Global 500 companies, the highest number of any city. Tokyo has been described as one of the three "command centers" for the world economy, along with New York City and London. The city is considered an alpha+ world city, listed by the GaWC's 2008 inventory[ and ranked fourth among global cities by A.T. Kearney's 2012 Global Cities Index. In 2012, Tokyo was named the most expensive city for expatriates, according to the Mercer and Economist Intelligence Unit cost-of-living surveys, and in 2009 named the third Most Liveable City and the World's Most Livable Megalopolis by the magazine Monocle. Tokyo City Japan Lifestyle at night | Tokyo Japanese Tour Video Tokyo (東京 Tōkyō?, "Eastern Capital") (Japanese: [toːkʲoː] ( listen), English /ˈtoʊki.oʊ/), officially Tokyo Metropolis (東京都 Tōkyō-to?),[5] is one of the 47 prefectures of Japan.[6] Tokyo is the capital of Japan, the center of the Greater Tokyo Area, and the most populous metropolitan area in the world.[7] It is the seat of the Japanese government and the Imperial Palace, and the home of the Japanese Imperial Family. Tokyo is in the Kantō region on the southeastern side of the main island Honshu and includes the Izu Islands and Ogasawara Islands.[8] Tokyo Metropolis was formed in 1943 from the merger of the former Tokyo Prefecture (東京府 Tōkyō-fu?) and the city of Tokyo (東京市 Tōkyō-shi?). Tokyo is often referred to and thought of as a city, but is officially known and governed as a "metropolitan prefecture", which differs from and combines elements of both a city and a prefecture; a characteristic unique to Tokyo. The Tokyo metropolitan government administers the 23 Special Wards of Tokyo (each governed as an individual city), which cover the area that was formerly the City of Tokyo before it merged and became the subsequent metropolitan prefecture in 1943. The metropolitan government also administers 39 municipalities in the western part of the prefecture and the two outlying island chains. The population of the special wards is over 9 million people, with the total population of the prefecture exceeding 13 million. The prefecture is part of the world's most populous metropolitan area with upwards of 37.8 million people and the world's largest urban agglomeration economy. The city hosts 51 of the Fortune Global 500 companies, the highest number of any city.[9] The city is also home of various television networks like Fuji TV and the Tokyo Broadcasting System. The city is considered an alpha+ world city—as listed by the GaWC's 2008 inventory[10]—and in 2014, Tokyo was ranked first in the "Best overall experience" category of TripAdvisor's World City Survey (the city also ranked first in the following categories: "Helpfulness of locals", "Nightlife", "Shopping", "Local public transportation" and "Cleanliness of streets").[11] In 2013, Tokyo was named the third most expensive city for expatriates, according to the Mercer consulting firm,[12] and the world's most expensive city, according to the Economist Intelligence Unit's cost-of-living survey.[13] In 2009 Tokyo was named the third Most Liveable City by the magazine Monocle.[14] The Michelin Guide has awarded Tokyo by far the most Michelin stars of any city in the world. The 243 meter tall building has two towers, and each houses an observatory at a height of 202 meters. It had been the tallest building in Tokyo until it was overtaken by the Midtown Tower in 2007. With favorable weather conditions, famous landmarks such as Mount Fuji, the Tokyo Skytree, Tokyo Tower, Meiji Shrine and the Tokyo Dome can be seen from the observatories. Each observatory has a cafe and a souvenir shop. The North Observatory remains open later at night, making it a popular spot to catch night views of the city.

From: http://www.accessible-japan.com/tokyo-metropolitan-government-building-accessibility-review/ Though it hasn’t gained the same degree of popularity as Tokyo Tower or Tokyo Skytree, the Tokyo Metropolitan Government Building, also known as Tochō, is a great place to get a free view of the city. In good weather famous landmarks such as Mount Fuji, Tokyo Skytree, Tokyo Tower, and the Meiji Shrine are visible from the towers. As a government building, the wheelchair accessibility is great. When we first arrived in Tokyo at Shinagawa station, we saw a poster for the Aqua park and thought it might be kool. It was fantastic, especially the jelly fish and dolphin show. Afterwards we went back to Shinjuku to get a night skyline view of Tokyo from the Metro Government building.
